On April 20, the New York Times reported on the Pentagon military analyst program, a concerted effort by the U.S. Defense Department to cultivate retired military officers as "message force multipliers" or "surrogates" spouting Bush administration talking points on Iraq and other hot-button issues.

Shortly afterwards, the Pentagon publicly posted the documents obtained by the New York Times. However, the documents were formatted in such a way that text searches could not be performed on them. This made systematic analysis of the information nearly impossible.

The Center for Media and Democracy has converted the documents, so that they can be searched by keyword. The searchable documents are now available via SourceWatch, at:

The Pentagon military analyst program unveiled in last week's exposé by David Barstow in the New York Times was not just unethical but illegal. It violates, for starters, specific restrictions that Congress has been placing in its annual appropriation bills every year since 1951. According to those restrictions, "No part of any appropriation contained in this or any other Act shall be used for publicity or propaganda purposes within the United States not heretofore authorized by the Congress."

No government agency forced MSNBC to repeatedly feature the hawkish generals unopposed. Or fire Phil Donahue. Or smear weapons expert Scott Ritter. Or blacklist former attorney general Ramsey Clark. It was top NBC/MSNBC execs, not the Feds, who imposed a quota system on the Donahue staff requiring two pro-war guests if we booked one anti-war advocate — affirmative action for hawks.
